From the mail of Pay Pal, their personal payment services are no longer available in Japan.it's because of the new fund settlement law which comes in to force in Japan on April 1st, 2010.
it's only problem for personal payment, but I used this function sometimes.
so it was a baaad news for me....
paypalでの非営利的な送金が禁止になったそうです。
便利だったのになあ。
